Responsibilities:
- Gather supporting information to define the current data state of the National Institute on Aging (NIA)
- Serve as the subject matter expert on Enterprise Performance Life Cycle (EPLC) framework to develop project documentation
- Communicate effectively in writing, presentations, and orally
- Be the primary liaison between the Institute business stakeholders and the Institute IT organization
- Develop formal requirements elicitation and documentation, business process requirements, and software system requirements
- Manage scope and utilize various modeling techniques to document requirements, process, and data
- Utilize Agile development methodology and experience as a SCRUM Master
- Develop user stories supported by use cases and usage of data modeling, data flow diagrams, prototyping, workflow diagrams, and functional decomposition
- Utilize Jira and Confluence, project management, quality assurance, and software testing
- Have general experience with tools such as Visio, Erwin, HP Quality Center, Sparx, and Zephyr
Qualifications:
- Experience in determining the business needs and data requirements of external and internal clients
- Experience documenting project plans, performance baselines, and change management processes
- Strong analytical and problem-solving skills
- Excellent communication (oral, written, presentation), interpersonal and consultative skills
- Experience with the Enterprise Performance Life Cycle (EPLC) framework to develop project documentation
- Certified Business Analysis Professional (CBAP) certification desired
- Bachelor's Degree in Information Management or related field
- Ability to obtain a government moderate background security clearance
Additional Information:
- The pay for this position ranges from $87,075 to $161,250.
- The actual salary offer will carefully consider a wide range of factors, including the candidate's skills, qualifications, experience, and location.
